Funciones del Consejo Universitario

• a. To authorize, upon the Rector’s proposal, the appointment of the Director General of Administration, the Secretary-General, and the Deputy Secretary-General, and, if necessary, declare these positions as vacant;
• b. To approve, upon the Rector’s proposal, the creation, merger, suppression, or reorganization of university directorates, chairs, university, and technical offices, and UPCH management offices, as well as the appointment of their respective directors or heads;
• c. To elect, upon the Rector’s proposal, the Graduate School’s Director and Associate Director;
• d. To approve the university’s planning instruments (strategic plan, annual operational and development plan, and others) and submit them to the University Assembly for their ratification;
• e. To approve Universidad Peruana Cayetano Heredia’s general budget and monitor its execution; additionally, to authorize acts and contracts related to the university and resolve all matters concerning its finance;
• f. To authorize the university’s investments and oversee their respective monitoring;
• g. To provide guidance, supervision, and evaluation for the institution’s academic processes;
• h. To confer academic degrees and professional titles approved by the faculties and the Graduate School;
• i. To recognize and validate studies, academic degrees, and professional titles from foreign universities, following the evaluation and recommendations by the relevant integrated councils of the faculties and the Executive Board of the Graduate School, as appropriate, and in accordance with the current national legal regulations;
• j. To decide, on an annual basis, on the number of vacancies for admission exams, based on proposals from the faculties and the Graduate School, in line with Universidad Peruana Cayetano Heredia’s budget and development plan;
• k. To confirm the amounts of tuition fees, scholarships, grants, and other university income sources, based on proposals from the faculties, the Graduate School, and/or the General Directorate of Administration, as applicable;
• l. To approve the appointment, promotion, ratification, or removal of regular teaching staff and the hiring of teaching staff and non-teaching staff at Universidad Peruana Cayetano Heredia; and to determine the salary and other income sources for authorities, teaching staff, and employees;
• m. To grant honorary or academic distinctions at the university level;
• n. To grant leaves of absence to regular teaching staff at Universidad Peruana Cayetano Heredia, in accordance with general regulations;
• o. To submit modifications to the university’s statute for consideration by the University Assembly;
• p. To propose to the University Assembly the creation, merger, suppression, and reorganization of faculties, academic departments, professional schools, the Graduate School, institutes, and university centers;
• q. To appoint and establish, upon the Rector’s proposal, permanent and special committees;
• r. To approve the creation of undergraduate and postgraduate programs; likewise, to ratify modifications to the curricula of various undergraduate programs and different postgraduate programs at Universidad Peruana Cayetano Heredia;
• s. To ratify, in the same line, the work plans for various academic units at Universidad Peruana Cayetano Heredia;
• t. To approve the General Regulations of Universidad Peruana Cayetano Heredia; the Organization and Functions Regulations (ROF) of the faculties and the Graduate School; the University Election Committee Regulations and the Academic Election Processes; the Internal Working Regulations; and other special internal regulations of general validity;
• u. To declare Universidad Peruana Cayetano Heredia or any of its academic units in temporary recess when required by circumstances, subject to reporting to the University Assembly, which shall be convened for an extraordinary session within a maximum period of fifteen (15) calendar days;
• v. To accept legacies or donations made in favor of Universidad Peruana Cayetano Heredia and authorize donations made by the university in favor of third parties;
• w. To exercise the power of discipline over teaching staff and students as a reviewing instance, in the way and degree determined by the regulations;
• x. To hear and resolve, as a second instance, appeals and/or reconsiderations of decisions made by the integrated councils of the faculties and other governing bodies;
• y. To hear and resolve all other matters not specifically entrusted to other university authorities;
• z. To perform any additional functions established by the university’s General Regulations.
